Festival Leisure Park, Blackpool

Blackpool needs investment within the leisure and tourism industry to overturn three decades of decline in the industry, which is a bedrock of the local community.

Cromwell Property Group enlisted WSP | Indigo to advise on, and manage the planning submission for a new 25,000sq ft bingo hall and drive-thru café/restaurant to replace an existing pub at Festival Leisure Park.  The £6.8m proposal would create approximately 60 new jobs and would improve the leisure offer within the town.

The project presented numerous challenges relating to the scale and design of the building, the potential impact on neighbours, the loss of the existing pub as a community facility and a lack of car parking.

The application was initially refused by Blackpool’s planning committee; however, the decision was overturned, and appeal was allowed following a hearing, where we were able to secure a positive resolution.

The new facility will enhance and improve the food, drink and leisure offer at the leisure park and improve customer choice in Blackpool.

There have only been three purpose-built clubs opened in the last three years in the UK, and the proposal would therefore generate significant interest from outside of Blackpool.
